I don't think it would've worked mechanically. They need to have the same animation skeleton.

Well, Fem Terry does use the same animations; and given how lenient Smash's hitboxes can be, I doubt too many people would be troubled if they matched Terry's frame and were a tiny bit big on Fem Terry.
