While it's possible that this means Cuphead is not coming as DLC in Fighter Pass Vol. 2, this is yet another fan-favorite becoming a Spirit.

At launch, the game had 1297 Spirits, now it has over 1400, this is too many characters to ignore, even if there are a thousand other characters who are not Spirits available, and DLC for this game is not going to last forever, the longer the DLC goes, the bigger the chances of a character who is already a Spirit becoming playable.
