The height of the Roman Empire was in 114-117, which is a whole century after Teutoburg. And it wasn't under Augustus, but under Trajan, who also is historically considered the best Roman Emperor in his own time.
Germanicus and then later on Caligula went on to retaliate against the Germanics, resulting in gaining back the territories and succeeded.
Quite the irony, that Arminius was killed by his own Germoid brethren in a tribal conflict, whereas the Romans took him under their wing. Truly a fitting end

Trajan was acclaimed by his own people and historians as Optimus Princeps, THE Best Emperor.
He was the combination of the best that Roman legacies could offer. He was a great governor, popular with the citizens of Rome, and an amazing military commander.
Augustus is more popular, but it's a matter of fact that Trajan is THE best that the Roman Empire has achieved under.
Now, back to the Germs. You're be willing to consider """their""" victory over those legions as a worthy feat, yet just like the meme potrays, you ignore the countless punitive missions driven against them afterwards.
Caligula considered Germania such a worthless land to conquer, that he set his eyes on proto-Britain instead.
The barbarians at East, were kept behind a border, away from the civilization they tried to attack.

We might have considered their number of casualties, or their point of views on this, but y'know they weren't capable of writing their own history.
