I remember that 2 of his men, Kiril and Lev also died in the shootout against the police (no matter how hard you try, they'll die by ghost bullets), but the Russians get specifically pissed about Allen being the one American involved in it.
I guess they spinned the narrative in a way that had America blamed, like them hiring Makarov for the shooting and weaken the Ultranationalist government… which is half the truth since it was probably Shepherd who told Makarov about Allen being a spy.
Nonetheless, this 4D Chess move is what got him killed in MW2 since Makarov would have found a way (and he does) to start a war with the west anyway
