If we assume that result is rounded down from 10.49%, and that that the U.S. population was between 9.8% and 10.0% black in 1940, and assume that all the Blacks were in favor of full equality, then that means that no more than seven out of every thousand White people would accept giving full equality to Blacks over losing the war.
I know racism was bad back then, but it's hard for me to believe that you'd get that kind of consensus on anything in politics.
