No but that's actually the case. Only 400 people actually vote for the President. Everybody else just points them in a direction. It's fucking stupid no matter who wins.

It's because back in the day they thought that people had more knowledge about their local electorates than the "far away" president they'd elect.

God, the current system is so fucking archaic… and just completely detached from reality…

They love to tout "freedom", but they only want a system that happens to benefit THEM no matter what the people want. And then they make up some mental gymnastics on how being elected by a minority is totally democratically legitimate. "Democracy" means "by the people". You can't have less than 50% and say "you were voted by the people".

You can probably create a system that gives rural areas more weight, but ALSO makes it impossible from becoming president without a popular majority either, you just need to use your noggins enough.
