Maybe "did-not-vote" should be a candidate. It'll factor in people that cannot vote for some reason, or don't care enough of any candidate to throw their lot at them.

If "did-not-vote" ever wins, pick new candidates and try again.

Make it a NO CONFIDENCE vote that rejects all the listed candidates.
