It was more an American stereotype on the French being somewhat pervy, promiscuous or shameless lovers and then the stereotype of them overtime changed into being arrogant and mean to Americans. I think this the Pepe Le Pew stereotype doesn't apply to the French only, but also to Spanish, Italians, Greeks and others who have a more straightforward social culture compared to us Anglo-Saxons
