It's called satire, a grotesque deformation of reality to demonstrate a point. Sometimes it hurts, sometimes it's inaccurate, but it's definitely not something unacceptable, it has been a staple of comedy and criticism since the dawn of times. Zero tolerance policies is only meant to be applied to serious things, if you will explode at any political joke you'll never see the end of it.

… And even a political one, it's not supposed to be objective, calm your tits. It's meant to be a quick punchline using something the dude read before, don't expect any serious research behind it. You are probably right in that it's probably wrong or outdated, however most data show that the vast majority of homeless people are indeed men, at least 2/3 of them.
