Think about how Eggman normally attacks. He sends his robots in to soften it up. But with Gun? Not a single Badnik in sight, just Eggman all alone in the dark, tearing apart GUN.

And then later, he does it again in broad daylight as a DISTRACTION. The amount of wrecked planes, weapons, and personal from his distraction would be enough by itself to qualify as a successful surprise attack by a military superpower, but then he one ups it by blowing the island’s weapon cache up, likely causing 10,000 casualties at a MINIMUM.

And throughout the entire game, he completely DROPS his usual goofy demeanor for a gravely, solemn tone dripping with hatred. Just compare how he sounds in Sa2 to almost any like from Sa1 or heroes, with the exception of his line at the end of Tails’ Story, where he was attempting to suicide bomb station square by detonating a ballistic missile at point blank range.

These are not the actions of a man who holds no grudge. Certainly not in a game whose entire theme revolves around grudges, revenge, and forgiveness, with Eggman and Shadow’s vengeance contrasting Sonic’s relative lack of grievances with the Military despite having every reason to be upset with them arresting him in a Kangaroo Court
