This comic isn't saying that the republicans are at fault for it. Its saying that the democrats as they are now are desperate to appease the republican party rather than take a hardline stance. They couldnt even brainwash people if they wanted to, they are too busy compromising their bills to try and make the opposition accept them, despite any sane person seeing that they are stonewalling the democrats completely.
