Well, take a look at the action figures for the more recent Star Wars stuff. The toylines for TROS and Star Wars Resistance were suspiciously thin, probably due to how horribly TLJ and Solo merchandise preformed. Hell, the recent Star Wars Black Series stuff has been almost entirely devoid of Sequel Trilogy stuff (the only exception being Dark Rey) and Hasbro reps and insiders have flat out said there's no demand for Sequel-era characters.

Perhaps Disney doesn't want to sink more money into toys that may or may not sell.
