that is 100% the problem with conscripts , they are so many and are usually so expendable or unloyal that you cannot give them any good equipment for they might lose it or worse , get it captured, so often countries who use conscripts equip them with very basic shit and sends them into the grinder hoping one gets throught or jams the grinder so that their more professional troops get some time to shine , the problem with this is that conscripts are not very loyal or brave, they will often run or be doubtful about following death orders for a war they didnt sign into.

However in this case I do belive russia simply lacks the resources to equip its conscripts any better.
