The shoebox is a common program in Churches.

Basically, there's an organization that arranges distribution to overseas communities where people probably won't be getting Christmas presents.

Then at churches, people sign up to fill these standard shoebox sized boxes with 20 dollars worth of presents. Usually, they get a kid to fill one for another kid their age.

Then, you turn in the shoe-box, and gets delivered for Christmas.

You can get someone nice drawing supplies for that budget, and plastic dinosaurs are also pretty inexpensive.

A friend of mine who grew up in Romania actually got to see them delivered before.
(Side note: no kid wants to get toothpaste in those things. Just because they aren't getting Christmas presents, it doesn't mean they don't have toothpaste.)
