COMBINE OVERWATCH SOLDIER The Overwatch Soldier, or more commonly known as the Combine Soldier, is the standard infantry unit of the Universal Union's occupational military force on Earth. When the Universal Union, later refered to as "The Combine", swiftly brought the governments of Earth to total surrender during the Seven Hour War, they began a systematic process of consolidating and structuring Earth's resources into their industrial, logistical, scientific and military infrastructure. One resource of significance were human beings themselves, particularily for their capacity for invention and warfare. The Combine saw the adaptability and robustness of humans as a valuable addition to their ground army, and quickly designed a means for their assimilation. The typical Combine Soldier has seen multiple evolutions over the years of occupation, but what they represent has remained unchanged: the ultimate distilation of human beings into a fierce and effective fighting force for the Combine. Phase One soldiers primarily consisted of conscripts and prisoners kept from the Seven Hour War. These soldiers validated much of the Combine's cybernetic additions, however more work was needed in improving psychological performance and reducing cognitive dissonance. Phase Two saw superior discipline in both mental and physical function, as well as optimizations of the metabolic system. Phase Three, the most recent phase of Combine soldier, sought to consolidate proven designs of the previous phases into a platform refined for mass production. Firstly, a series of invasive psychosurgeries and noninvasive virtual cognitive training remove the parts of the brain that the Combine find undesirable - such as the anterior insular cortex and amygdala and install artificial neural networks and pathways. Then, the body is bathed in chemical treatments to alter cellular functions to slow or halt cellular reproduction. With the body "frozen", additional gene therapies and surgeries transform or outright delete entire organ tracts to be replaced with mechanical implants. One of the most pronounced modifications is the total overhaul of the digestive system, as well as the liver and kidneys. Replacing them is a surgically installed filtration and oxygenation device that works with the soldier's lungs, artificial heart, and onboard supply of nutritional and maintenance fluids. Together with the implanted hormone regulator, the result is a soldier that never needs to eat or sleep for weeks, needing only periodic consumables cycling and cellular refurbishment. Civil Protection, or Metro Cops, are just normal people in suits without any biological modifications (think Barney when you first meet him while he's undercover), so Mike and Dave should be normal dudes under their suits. They would only turn into this if they moved up a level to become Combine Soldiers.
