Here's the thing: Most hustlers have at most a handful of schemes but mostly run with one or two and are on the walk so by the time people catched on it they would be far away under another identity.

He doesn't want (or likely doesn't have the choice) to leave the cul-de-sac, everyone knows he's a hustler, but he still comes up with a new scheme everyday and he still manages to draw the same suckers from time to time.

His charisma is unmatched.

I mean, people would notice and complain if he used the same scheme twice, and the kids from the cul de sac would already be wise to it.
