So basically, "Real technocracy has never been tried"?

what are some safeguards you would suggest to make sure the people implementing a technocratic system are actually qualified in their field and not just putting up a facade like you're describing? We currently have Elon Musk and his tech bros running around yanking random wires in the US government and the cope from MAGA is that they're heckin' qualified to do so. I feel like this is a serious flaw in the whole idea of just handing over the reins of power to these sorts of people.
