Absolutely not, however there needs to be some sort of closure. i mean honestly have you never heard of a guy being criticized for being oblivious to a girl's feelings?
Now, do we know the context of the situation? No, we don't. Maybe this guy was implying friendship maybe something more. Perhaps, this dude didn't do a good job of presenting his feelings to her. But nothing we see here can let us jump to any conclusion such as the one you just made. Nobody here warranted that response.
