These three Pokémon reference the Japanese proverbial principle 'Hear no evil, say no evil, see no evil'.
Pansear is gesturing to it's ear, to suggest a lack of hearing.
Pansage is gesturing by it's mouth, to suggest a lack of speech.
Panpour's eyes are closed to suggest a lack of sight. But it's eyes are not closed; it's actually BLIND. If you look closely you'll see the top and bottom 'eyelids' are different colours, the bottom actually being it's pupils; they're just very pale blue, as a blind persons eyes usually are.
Simipour even BLINKS in Pokémon X and Y to confirm this.
