Zoroark failed to become popular because in-game he was decent at best, his ability was gimmicky and didnt work good with his stats, limited movepool, average stats, frail, not fast or strong enough to be a threat.

On the other hand lucario is a super competitive pokemon, great stats, great movepool, great typing, etc.
