I think this is an AU where Dipper and Pacifica are teens and Wendy's a kid. Pacifica and Dipper is supposed to be this universe's version of Wendy and Robbie, and Wendy is the "Dipper" in this relationship.

Apparently, it's reversed here (Wendy wants Dipper).
