This is actually very flawed logic.

Melee was never intended to have a tournament scene; tournament rules had to be made up because of this. Smash 4, on the other hand, was intended to have a tournament scene, as evidenced by Nintendo’s immediate involvement with Apex (among other things within the game itself). The game was built with a 2 stock format in mind, and it’s not because of the game speed, but rather the new ledge mechanics and the larger blast zones. If you want to stop opponents from recovering, then get the fuck down off the stage and edgeguard -- you don’t have to worry about going deep like in Melee.

Heavy gravity would also mess with the balance, as combos and their setups would be radically altered, not to mention the game was balance tested with the normal gravity in mind. One could argue that it would increase combo potential overall, but only on the ground, and the aerial game (which is highly crucial) would suffer tremendously. Personally, I do wish the air speed was a bit faster than it currently is, but playing with heavy gravity is just way too much of an alteration; ideally, it should only be, like, 1.2x faster. That said, though, I think it would be really nice if we could alter the gravity by decimals as opposed to 1.5x or 0.5x so we could do just that, but whatever.
