Evidence of this is provided by Google Insight as it shows that there is enough data to generate a regional interest for "penis goes where" while conversely, there is not enough data to generate a regional interest for "cock goes where."

Furthermore, the meme's purpose is to convey the shock and awe of some unsuspecting and sheltered individual the moment they come to realize where the penis actually goes. So it goes against the meme's purpose to use the word cock because cock is a dirty word and it makes the enlightened individual seem not as sheltered than if they used the word penis instead.
