Did you know people who are called black actually have brown skin, and that their skin tones come in a varied range that include shades even lighter than this? Additionally the long leg length relative to body height suggests African ancestry more than Middle Eastern or Indian. Its plausible to call this black in the absence of a canonical origin (which if we did get would not mention Africa as Pokemon does not take place in our world).
