People are sexually interested in others (basically everyone above a certain age).
People who are also confident enough to openly talk to strangers will comment on attractive passersby in public.
People with physical features that are more attractive will garner more attention of this kind.
There are people that like this attention, while others resent it. This is not necessarily related to their gender.
