The only virtual/cartoon bands I know of are Gorillaz
and (Metalocalypse's) DethKlok
and I guess Vocaloid counts too…

In live action, the Monkees and the Partridge Family were virtual bands that became real bands.
There were some awful '70s-'80s cartoons about bands: Jem and the Holograms, Josie and the Pussycats, Jabberjaw.
Alvin and the Chipmonks were a single gag (songs sound funny when sped up) that got repeated for decades.
Priss and the Replicants from Bubblegum Crisis were a side attraction but sounded great. Konya wa hurricane!

I’m a residential Simpsons nerd, so I can name a couple from there.
You’ve got:
AB/CD, Alaska Nebraska, Alacatrazz, The Be Sharps (who happen to be from one of my favorite episodes), Captain Bart and the Tequila Mockingbirds, Sadgasm, Jazzy Goodtimes Band, The Party Posse (also from an awesome episode) and Roofi that I can think of at the moment.
Also, I think Saved By the Bell has had a few fictional bands, but none that I can name off of the top of my head right now.
Do the Banana Splits count?
They're technically not cartoons, but they do dress up…

The Aquabats are a band, and they have a cartoon as well. It's rad.
