Rengar is a champion in the game League of Legends with growing popularity in the League Championship Series (LCS).

In other regions such as Korea or Europe Rengar has seen much success but in North America he loses majority of games, the fans who want NA players have come up with the idea that for NA to win worlds Rengar must be banned from worlds. If NA can't pick him they can't lose with him.

The meme commonly starts with finding a way to connect Rengar to a bug and saying that because Rengar can exploit this bug he should be banned until it is fixed.
