The woman in the photo is model and influencer Brooke Flecca, or bdgrlbklyn on Instagram. The photo was first posted to her page in August 2021 along with several other photos documenting a night out with her friends.
As for the meme, the caption is most often interpreted as a reference to girls who get too drunk at the bar and go outside to smoke, sober up and wait for their friends.
One Redditor, u/notagoodtimetotext, a former bouncer, once explained the meme after it was posted to the /r/PeterExplainsTheJoke subreddit, writing that these types of girls "Sit on the curb not too far from the door […] Stack her phone credit cards and smokes […] Talk to anyone with a pulse when not surfing her phone."
