First time posting here doing meme research becuz of basic undestanding in english lack of time, but here's a meme that was flooding my Whatsapp contacts becoming popular in Hispanic America.

Se tenía que decir y se dijo (Spanish from: It had to be said and it was said) is a phrase commonly associated with a drawing of a chick exclaiming the phrase while hitting the table strongly with one of its wings. The meme became popular in spanish-speaking countries.

The earliest reference to the phrase can be found in a screenshot from Club Penguin posted on Twitter on August 23th 2018 (shown below):

On January 31st, Twitter user @RodSquare_ posted a tweet which read «How to be always right in a tweet: add "it had to be said and it was said" at the end of the tweet» and archieved 5k likes as of today.

The earliest use of the chick associated with the meme i could find was a Tweet from March 30th 2019 which read:
"80% of women like fit men.
80% of fit men do not like women.
It had to be said and it was said."

The chick itself is a character named Kiiroitori, friend of the famous bear Rilakkuma, both created by japanese company San-X.

On April 9th, a Twitter profile under the handle @se_tenia posted his first tweet (shown below) and continues to post “Se tenía que decir y se dijo” related memes.
