Originated as a TF2 Featured Factoid:
"the Heavy's custom Minigun weighs one hundred fifty kilograms and fires two hundred dollar, custom-tooled cartridges at ten thousand rounds per minute, costing four hundred thousand dollars to fire for twelve seconds".

After which the majority of these comments are in the high rated comment section.

And yes. It is used ALOT on (TF2?) videos. Not sure if it exists outside the TF2 community.

It cost 100 billion dollars to troll for 12 seconds.

I have to mention it is a horrible meme but a meme none the less.
