Censoring names is a web slang and insult originating from a Turkish ultranationalist forum atsizcilar.com (which is now closed).
Origins
The appearance of this slang is caused by admins of the forum wanting to stop nonsense debates by members of the forum about Kurdish people so they set a word based auto penalizing bot which penalized users when they used the word. To bypass this issue members started to put asterisk or punction at place of "ü" letter at Kürt such like "K*rt" or "K.rt" which started to used as a insult by time.

After the forum was closed at 2012 members started to spread slang to web and later by time it got adapted by other nationalists and much later it become a meme in Turkey. At 2017 Kara Boga crisis in 4chan it got started to used as a insult for white people such like "wh*Te" by Turkish users and got adapted by some non-Turkish users at that time. By now (2021 February) you can see random users of internet using this with various words.
