It was first introduced during Peter Capaldi's tenure as the Twelfth Doctor where he would appear at the end of the video to remind viewers to subscribe to Doctor Who's YouTube channel.

Since 2017, Jodie Whittaker, who portrays the Thirteenth Doctor, uses the phrase at the end of each video posted.

However, other actors who have portrayed the Doctor have also said it on various videos such as Tom Baker who portrayed the Fourth Doctor and Colin Baker who portrayed the Sixth Doctor.

The phrase has been associated with various memes, image macros and video parodies.

Origin

On April 14th, 2015, the Doctor Who YouTube Channel uploaded a video of the opening sequence to series 8 of Doctor Who. This was the first instance where the clip appeared (see below)

In the clip, Peter Capaldi appears sitting in a chair reminding viewers to subscribe to the channel.

Other Doctor Who actors have also featured in the end of the clips repeating the same or a similar phrase (see below)

A YouTube channel, Doctor Who Poop, which parodies episodes and videos from the show released a song remix of a scene from the first episode of the eleventh series which featured Peter Capaldi's speech (see below).

The official Doctor Who YouTube Channel responded with a comment acknowledging the reference.
