Made a little over a year after comedian George Carlin passed away, these were mainly done just to help pass the time, and also because they're somewhat amusing.
Also, these were made to educate any young, dumbass kids who don't know real comedy because they watch Dane Cook and (shamefully) Carrot Top all the time.
How were they done? It's simple; his performances were watched and screencapped at the appropriate time to get the right meme (or…whatever seemed to fit) text tagged on it.
It's probably nothing special to most people, but to others, it helps them remember how comedy used to be; an angry old man just ranting about what pisses him off and how he hates the bastardization of the English language (which is ironic, since some of the text that's tagged onto these photos IS bastardizing the language).
