Meter originated when a member of Bungie.net's Flood Forums, (off-topic) posted a thread about the November meteor that was suppose to hit the earth, and mis-spelled meteor, as "meter". This sprang up many jokes about the users typo such as "A meter is going to hit earth?" or "Guys a meter crashed into my house today." The meme is generally used whenever meteors are being discussed or as troll thread topics. Ex. "Guys a meter crashed in my yard today".
