This meme originates from the lines "A runabout. I'll steal it! No one will ever know!" which is spoken by Dan Backslide from the show The Dover Boys.

The idéa is to change "A runabout" to whatever you like, possibly change "I'll steal it!" to "I'll (Verb) it" and then end it with "No one will ever know!"

This can be used to express things that you do/want to do, or just the possibilities that's available for you to do without letting anyone know that it was you who did. The joke can also be taken sarcastically (everyone will know).
