This meme started on May 25, 2006 when Youtube user Chaosloki uploaded a clip of the anime Karin showing character Winner Sinclair getting a 38% mark on his test, after seeing which, he exclaims "OH MY GOD! NOOOOO!" Since then, many users have made videos in which Winner (or other characters from different media) see something terrible and exclaim the aforementioned phrase.
