It appears to be a Vtuber named nyanners(?)'s gif but neither their twitch or youtube chat has this emote. The dance and the original character behind this traced version is Shiina from Koufuku Graffiti, spesifically at the next episode preview part. The reason why I think it's Shiina is because her outfit and the gif matches the most (skirt, shirt, footwear exc.).
