Kievnauchfilm had some of the best and most creative animations in the crumbling and turbulent '80s USSR. This animated film in particular was also considered to be "dissident art" by hardliner commies, as it makes references to western culture and not necessarily in a bad way. There are tons of Soviet references too, the very dossier gag is a reference to "Seventeen Momets of Spring" -- a Soviet tv-series about a Soviet spy amidst the upper echelons of Nazi leadership maneuverering around in the politics of a dying regime during the last months of war in 1945. Any new character in the tv-series was introduced with such a dossier and the animated film parodies that.
