This meme is interesting. The picture came from the sketch "Johann Gambolputty…. von Hautkopf of Ulm". Which appeared in the 6th episode of the First Season of Monty Python's Flying Circus, the episode is called "It's the Arts". The episode was aired on the 23rd of November 1969 and was recorded on the 5th of November 1969.
It seems rather new. I think it started with a certain rape/murder posting on the computer. As you scroll down, someone says it's Jesus' fault, when then someone posts The Viking of Disapproval. It could also be from 4chan, when someone posted certain content with children that is frowned upon in the internet land. After some posts of people saying it's good, the Viking comes into play, shunning this type of imagery.

At any rate, it seems like a fresh face in Meme land, and at that, a successful one. So far, only the Viking of Disapproval exists, with no Viking of approval. It seems that he is the only disgruntled fellow in his family of viking, but at that, he can live by word of mouth.
