The report will be produced by Sue Gray, a famously secretive but powerful bureaucrat in charge of ethics investigations that has been nicknamed “the most powerful person Britons have never heard of.” The original government official charged with running the investigation had to recuse himself after it was revealed he had hosted one of the quarantine-breaking parties.

An earlier, preliminary version of the Gray report, published in January, was criticized for being too brief. The government promised at the time to release a more comprehensive version after the Metropolitan police of London finished their own report, which was published this week. Many speculated that Johnson’s party was delaying or attempting to spin Gray's report, just as Bill Barr's Justice Department did with the Mueller Report.
