I can understand this one, as this is something I've seen said to black people by both white people and other black people. In the case of white people it might be more of a case of major ignorance due to not having many black people in the community they live in, so all they have to go off of is pop culture like rap music.

In the case of black people saying this, it's usually the result of someone who might have grown up in the ghetto accusing a black person who lives in the suburbs or city of "not understanding the struggle" (one episode of Fresh Prince of Bel-Air tackled the latter with some street kid accusing Uncle Phil of "forgetting his roots" all because he's now a rich man with a big home, and Phil comes back at him by telling the street kid of course he's never forgotten where he came from, but he also finds it stupid that anyone would WANT to stay in the ghetto, because Phil worked hard to get to where he is so his kids don't have to grow up on the streets like he did).
