It can be…..this is why I dislike these labels- they try to catch onto a lot of different concepts, some of which are very different beasts from eachother, even though they are related. A

Also, I doubt this chart helps since it is, by its nature, a chart. Short lines only.

I think the meritocracy thing is supposed to imply an assumption that, given two canidates with similar credentials, it is assumed that the white one worked harder since he isn't given any 'hand outs'.

Or it could just be a repeated phrase, with 'most qualified' being some vague, ambiguous statement used as an excuse (How do you measure 'qualified'? It is just to general. Job experience, grades, awards, etc.). Essentially, it could mean "Yeah…no, because you are black, but I can't say that, so I will say something so vague that you sound like an asshole to argue against". Because….hey…if that was the intention, then it worked here, no?

But yes…I agree…those categories were VERY poorly handled in this chart. It is meant to explain, but fails at explaining the ones that are most confusing. So overall- kinda shitty chart. We should have gotten someone more 'qualified' to make it.
