No, Chara is the only EVIL one. This is an important distinction: you can be villain without being evil.

Asgore: The motive for his actions are seemingly irrefutable until toriel points out the hole in his plot; asgore could have just took a single soul (taken care of to old age instead of killed) and get the other six outside the barrier from those already near death, no one had to died unnaturally.

Alphys: As much as I hate to say this, what she did to frisk was egotistical and could even qualify as antisocial. While considering the isolation and major depressive episode she was going through; it’s understandable why she did it, and that she no zero malicious intentions. But she could have just sent frisk to the captial without allowing the possibility of actual danger that would have been outside of her control.

Chara: Despite over-whelming proof that chara has done dio brando levels of absolute villainy, everything chara did and every reason for it was because the fallen child is the incarnation of human desire for violence, and destruction. She never interferes with you unless you take the path to enslave yourself to that temptation.
