Ruby's Semblance is speed. And she can go fast enough to create a pressure wave... that has enough force to shatter concrete Which-according to my calculations- - is really f------ fast. Weiss can use Haste to dramatically alter time perception for herself and her allies. Accelerating Blake to the point that she cut down a salvo of missiles in mid-air Presuming the Paladin missiles are subsonic we're still talking speeds of anywhere under 340m/s. So if Weiss were to ever cast Haste on Ruby, who can already travel well over that speed. Awesome

That and Ruby doesn't really have super speed. The picture makes it seem that Ruby runs around using her semblance. In series, however, Ruby travels in a straight line when she uses her semblance after taking a powerful lunge/leap. Ruby's semblance is more like turning herself into a human bullet.
