The number 25 in the base-10 system (a.k.a. decimal system or DEC, which we use in everyday life), would be 31 in the base-8 system (a.k.a. octal system or OCT, which only has digits 0 to 7, so "10" in it actually means 8, and so on). Therefore, OCT 31 = DEC 25.
