The difference is that Psychic mons struggle with bad coverage. Most of them are forced to run Focus Blast and/or HP Fire cuz they don't get better options like Aura Sphere or Flamethrower. On top of that, Psychic doesn't have good resistances. A total of 2 resistances and no immunities means they struggle to switch in on alot of things as the Psychics they resist like to run Shadow Ball or Dark Pulse anyway and Fighting resistance doesn't mean much cuz most like to run Knock Off.

Dragon has coverage AND resistances out the wazoo. They can actual deal with the Steel switch ins with Earthquake or Fire Blast and it's not like Ice wants to take a Draco Meteor. There's a reason Garchomp and Salamence were deemed broken in Gen 4 and Hydreigon didn't have any 'true' counters. Dragons continue to thrive despite Fairies. You just have to live with utiwiting a tiny bit more brainpower than clicking Outrage like an idiot. Just look at Latios, Latias, Garchomp, Dragonite and Salamence among others. They're still good.
