For those who are (understandably) confused, the image is inspired by Kaiserreich, a modification for Darkest Hour: A Hearts of Iron Game and Hearts of Iron IV. The mod is set in an alternate timeline wherein the German Empire was victorious in the First World War/Great War/Weltkrieg, resulting in a radically altered socio-political landscape.

For Russia in particular, the White movement emerges triumphant in the Russian Civil War, largely due to a more unified leadership and substantial support from Germany. Thus, a variety of non-Bolsheviks take centre stage in Russian politics, with many prominent Reds either dead, occupied elsewhere, or in hiding.

Which brings us to Savinkov and Kolchak. The former is a radical Marxist turned anti-Bolshevik terrorist, who later goes on to found the far-right nationalist People's Republican Party of Russia (in the mod's timeline). Thanks to Russia's political instability, he's one of several candidates for seizing power in the wake of a certain crisis in 1936.

As for the latter, Kolchak (again, in the mod's timeline) briefly heads the Provisional All-Russian Government following the Russian Civil War, only to be ousted in 1924 following a failed attempt to solidify his power. As a result, he assumes the role of Admiral-Dictator of Transamur, a tiny quasi-republic (centred around Vladivostok) under the thumb of the Empire of Japan.

He's pretty bitter about the whole affair, and continues to regard himself as Supreme Ruler of All Russia, and Transamur as the legitimate successor state of the Russian Empire.

Yeah, Kaiserreich memes are weird.
