To be fair, this leak is from the old part of the Keystone pipeline, which has been in commission since 2010. Source
Trump is talking about the Keystone XL pipeline, which is yet to be built but is claimed to be safer.

Disclaimer: Not saying it I actually think the XL is a good option or even safe, just everyone seems misconceived that the new pipeline has been built and has leaked.
