Anime has a time slot and no matter what they can't give up that time slot, because of they do that slot goes to some one else and there is no guarantee that they will get it back. This is why anime has filler, so the manga can move ahead enough and the anime keeps it's time slot.

There's nothing "only" about it when it applies to every every EVERY show.

This is more accurate but Korra and Gravity Falls had similar problems, and I'm not even sure if OK KO stills exists since its TV airings are so sparse. And when the other industry literally never has this problem despite having more shows per year then having it happen multiple times here can be frustrating.
