Gonna make a crazy prediction. The Goku vs Jiren fight ends with both of them being eliminated simultaneously, leaving everyone wondering who's won. But then Frieza crawls out of the rubble, half dead, and that swings it for Universe 7.

It's been a while since I was last caught up on Super (College keeps a man busy), but wouldn't that mean Freeza gets to make the wish on the Super Dragon Balls?
